In Arusha, Tanzania, a low-profile tribunal is working on the aftermath of a terrible war. Yet the Rwanda tribunal has been criticised for inefficiency and lack of facilities. The few dozen defendants so far have hardly exerted any pressure on the 130,000 genocide suspects still languishing in prison.
